Subject: AMLA’s public consultations regarding the draft GLs under article 10(4) of Regulation (EU) 2024/1624 and the draft RTSs under articles 16(4) and 17(3) of Regulation (EU) 2024/1624
Purpose: To inform Regulated Entities that the AMLA has launched public consultations regarding the draft GLs under article 10(4) of Regulation (EU) 2024/1624 and the draft RTSs under articles 16(4) and 17(3) of Regulation (EU) 2024/1624.
In Summary:
CySEC has issued the Circular C774 on 27/04/2026 to inform CIFs, ASPs, UCITS Management Companies, Internally managed UCITS, AIFMs, Internally managed AIFs, Internally managed AIFLNPs, Companies with sole purpose the management of AIFLNPs, Crypto Asset Service Providers, Small AIFMs under Law 81(I)/2020 and Crowdfunding Service Providers that the Anti-Money Laundering Authority (the ‘AMLA’) has launched public consultations regarding:
• Draft Guidelines (the ‘GLs’) under article 10(4) of Regulation (EU) 2026/1624 (the ‘AMLR’) - on business-wide risk assessment.
• Draft Regulatory Technical Standards (the ‘RTS’) under articles 16(4) and 17(3) of AMLR - on groupwide minimum requirements and additional measures for subsidiaries and branches in third countries.

The deadline for the submission of comments is 15/07/2026.
The draft RTS document and the link to respond to the consultation paper are available on the relevant website of AMLA, at the following link:

CySEC notes that the AMLA consultations are open to all stakeholders, including obliged entities in the non-financial sector.
CySEC urges the Regulated Entities to respond to the aforementioned substantive consultation papers.
